Taavi Kotka, Undersecretary of IT at the Ministry of Economic Affairs and Communications, has come up with the idea of a state cloud, where data important to the state would be distributed in the cloud, on servers around the world. In this article, I will try to discuss the further development of this idea on the basis of tomorrow’s technologies. What if the state were not a centralized institution with its own territory and government, but a fully decentralized organization that brings together society and its values on the computers and telephones of citizens around the world.
What constitutes a state? There are different approaches to defining a country. According to one version, a nation is formed by a nation, a territory and a government. Culture, values, traditions and similar soft values are associated with the people. Territorial values include more physical values such as residence. The government is bound by the constitution, regulations and agreements that regulate the functioning of the state as a whole. If we talk about a country in the cloud, we can all move to the cloud as physical information except the physical. While maintaining full equality, accountability, transparency and also strength through decentralization. Decentralized systems are always much more sustainable and inherently much stronger than centralized models.
Let’s take a closer look at the components needed to move a country that the cloud can move.
The state as an institution is a network located in the cloud and a set of virtual contracts, by joining which a person accepts the rules established in the network and automatically becomes a citizen of the state. By joining the network, it gives the network a free resource for its energy (computing power), which in turn can be paid for with cryptocurrency according to certain rules. The power and strength of the state will increase or decrease in proportion to the persons who have joined the state.
Economic activity.
The Boccoin-based cryptocurrency Estocoin is used as a means of circulation. Estocoin has some specific rules, such as the limit on currency units, the complexity and volume of time they are mined, and so on. Like Iceland’s own cryptocurrency in Auroracoin, Estocoine has been given a fixed amount per citizen in advance to help the economy recover. Estocoin is associated with various civic activities related to the state’s public services. Of course, all tax regulation also goes through Estocoin.
Constitution and other legislation.
By the end of 2014, a platform with the Bitcoin protocol and the programming language Etherum will be completed. This makes it possible to regulate all sorts of different rules in a decentralized and shared, transparent and secure system of trust that cannot be manipulated. With the help of this, it is theoretically possible to move all legislation to virtual, ie to translate legislation into mathematics, which is unambiguous for everyone who has completed primary school. There is no need for courts and lawyers. If someone behaves this way or that in such a situation, this and that rule will automatically apply to them. There is no need to check the application of the rule, as it already works by itself.
Here is an example. Payment of taxes. As an employer, an Estonian citizen must declare certain fixed amounts to the tax office and pay taxes according to certain rules. There are good control mechanisms and methods of controlling all this. On the other hand, it is always possible to interpret the governing laws in different ways and to avoid paying taxes. This involves costly investigations, many years of litigation, and so on. In the case of automatic rules, all this is no longer necessary. When a person is hired, the employer automatically joins a certain set of rules that apply at the moment the person is transferred to the Estocoine wallet as a salary. The system cannot be manipulated or otherwise interpreted.
Another example of a gray and pop theme is copyright. When I upload my work to the internet and want to make money with it. I attach a timestamp to my creation and, for example, set certain rules that govern the percentage of my creation and how much it can be changed. If someone exceeds this percentage, the crossover is automatically subject to another set of rules (which he or she has previously joined after consuming the creation) and a certain amount is deducted from his or her wallet by the system. The charm of the whole system is that there is no human factor. Everything is based purely on math.
Territory
If the territory is also considered as a component of the state, then one idea would be to consider the territory owned by the citizens of the state as the territory of the state. In other words, the homes of Estonians living all over the world would form the territory of the country.
Culture
Culture can be seen as information and its creation, application and reproduction in various forms. Citizens who have joined the state network will automatically have access to all kinds of historical, cultural information, language, study materials, education, social system, etc. related to Estonia. There are songs, traditions, beliefs, games and many other different applications that we can’t even dream of today. In addition, of course, as a supporting application for real-time updating of the learn and smart semantic web.
All this is related to a transparent and public network open to the citizens of the country and a trust system (blockchain, public ledger) that cannot be hacked or manipulated. The financial side is, of course, provided by Estocoin.
If a citizen of such a country perceives security, trust, a sense of belonging, and social and material security, he or she will in any case want to remain a citizen of that country. And the more citizens a country has, the stronger and more sustainable the country itself is! Regardless of government, power, military, economy, territory, or any other such pseudo-number. Man himself creates and brings value. Such a state is completely unoccupied, completely invincible.
